Disabled persons' digital and technological inclusion in the Finnish society: Subjective experiences

Research questionnaire (turn of the year 2021 - 2022)

The study surveys the digital inclusion in our society among adults living in Finland and having a hearing impairment, physical disability, or visual impairment. The research also investigates practical challenges and possibilities related to digital accessibility. Based on the questionnaire data collected from the target group, a situation picture is created, which brings concreteness to societal discussion and enables addressing the problems by decision-makers and service providers, among others.

If you are an adult living in Finland and have a hearing impairment, physical disability, and/or visual impairment, answer the questionnaire on digital inclusion and contribute to the important investigation work. Answering takes about 15 - 30 minutes depending on how carefully and comprehensively you answer. The questionnaire was open 20.12.2021 - 6.2.2022 (information updated 7.2.2022).

Note that the answers will be saved only when you click “Submit” at the end of the questionnaire! Another person can assist in filling in the questionnaire or fill it in by interviewing the actual respondent and possibly interpreting. Also a printable version is available below.

The questionnaire is answered anonymously and no directly identifying personal data are collected. Only the person conducting the research has access to the collected material and it will not be passed on as such to others. The results will not be published in a form where an individual respondent could be identified. The research is conducted by Postdoctoral researcher Tuuli Keskinen from Tampere University and funded by the Jenny and Antti Wihuri Foundation with grants for the period 2021 - 2022.

Target group of the study

The questionnaire is aimed at adults living in Finland and having a hearing impairment, physical disability, or visual impairment. The target group is accordingly people who have physical limitations due to their disability, but not conditions that affect, for example, understanding or behavior.

The questionnaire is available also as a printable version. If you want to fill in the questionnaire on paper and send your answers by mail, please contact the person conducting the research about the address information. Do this by e-mail to:

If you yourself don’t belong to the target group of the study, please encourage target group representatives close to you, or whom you know, to answer the questionnaire, with assistance if needed! However, it is particularly important that the contents of the answers come from the respondents themselves (who belong to the target group).

Results and informing about them

At least a summary of the questionnaire results will be published on this page in spring 2022. The results may be communicated also through disability organizations and other collaborators.

Data protection

In the questionnaire, no directly identifying personal data, in other words direct identifiers, will be collected from the respondents, namely data subjects. The collection, processing, and storage of research material is carried out securely using devices and digital services that require personal login. Only the person conducting the research has access to the original material and it will not be disclosed as such to any other person or actor.

The person conducting the research is also the data controller and has carried out a risk assessment of the processing of personal data. As a result, the risk of damage to the data subject is very low.
